Issues with applying Aphrodite's Tears

Would there be a reason that I can't gave a female Aphrodite's Tears before covering her? It shows up in the Hera's Pack but not by itself. I do have this item in my inventory. Is this a glitch or would there ever be a reason that I would't be able to give one?
