This depends on several things. Also, no generally right answer.

If it is about winning rosettes: rosette competitions require horses to have 75% of the skills of the best horse in the skills that are needed for that competitions. So, horses that can reach these skills could be considered "high" GP (+ inborn skills).

If it is about the market: some breeds are available on the market, with a GP close to the best horses in the ranking. Some other breeds market GP might be pretty low compared to the rankings. So there are also some differences in which GP might be considered high.
To find out about that, you may check the direct sales and sort the horses by their GP. You can also select a certain breed if you want.
